近年来波兰经济一直保持较快的增长,已经成为东欧经济转型的成功代表。波兰拥有优越的地理位置,两条泛欧走廊贯穿全国,这使得连接欧洲各地成为可能,各种商业活动和贸易往来更是得利于此。许多外国投资者选择在波兰投资,这里也是中欧班列的重要枢纽。
波兰西部的CLIP集团位于波兰铁路枢纽—斯瓦任兹,这里靠近西欧市场,交通便捷。近期,探索新丝路对CLIP集团董事长沃伊切赫· 斯塔夫斯基(Wojciech Staniszewski)进行了专访。以下是专访的中英文实录。

1. 首先您能为我们介绍下CLIP吗? First, could you introduce CLIP?
我将CLIP定义为一个全方面的综合物流企业。我们为客户提供集装箱联运场站,铁路运输服务,公路运输服务以及仓储服务。CLIP场站总占地约为12公顷,可同时存放5000标准箱。现已运用我们的板车建立起了CLIP与格但斯克/格丁尼亚以及华沙的联系,更多连接欧洲其他城市的铁路线也在正在规划和商谈之中。我们的公路运输服务不仅可以方便进站的货物进行下一步的分拨配送,也为我们的仓储客户提供了诸多便利。
早在公司建立的初期,我们就已经看到了未来波兰发展的前景,因此坐落于波兰的西部不仅仅是一个选择,更是我们的一种策略,因为我始终相信地理优势对物流行业发展的正面影响。所以我还将CLIP定义为一个位于中东欧的新兴的物流中心。
CLIP is identified as a comprehensive logistics complex includes container terminal, railway transportation, road transportation and warehousing. Our CLIP terminal is around 12ha with the storage capacity of 5000TEU. With our own wagons, our terminal has connected with Gdansk/Gdynia and Warsaw, more places through Poland and other EU countries are under constructing. We have road transportation services which not only help our railway partners to have the distributing process, but also provide convenient to our customers.
Being located in west Poland, is not just a choice but a foresee of the geographical advantage 18 years ago based on the developments of the whole Poland. I also identify CLIP as a upcoming logistic center in the Central and Eastern Europe.

2. Mr. Staniszewski, 我们知道你有很多业务领域,你如何定义CLIP?作为货代?终端运营商?仓储业主?哪个部分是您的核心业务?你未来有什么发展计划?Mr. Staniszewski, we knew that you have a lot of business fields, how do you identify CLIP? As a forwarder? Terminal operator? Warehousing owner? Which part is the your core business? Whatfuture development plans do you have?
是的,我们为客户提供不同领域的服务,但是根本上都属于物流领域这个大的范畴。这也就是为什么我把CLIP定义为一个综合物流中心而并非是简单的一个角色。我们致力打造一个全方面满足客户需求的物流园区,希望能在硬件设施方面符合客户的要求或是可能的需要。因此,我们在投资上全面覆盖,争取兼顾各个方面。我想这样也正好回答了关于核心业务的问题,那就是以物流这个大的范畴为核心,全面发展,多方位服务客户,为他们提供多重便利。关于未来的发展,也是完全围绕这个主旨,将CLIP从新兴物流中心逐渐建设成一个更加完备的物流中心,做到真正的实至名归。
我们的联运场站每天可完成近20列火车的收发工作,我们已经投入改建收发线路,争取在保障数量的目的下保持甚至提高工时效。我们近期购卖的板车将帮助我们更快更好的在欧洲建立起属于自己的铁路运输新网络,让货物的分拨有更多的选择,也可减轻公路运输的负担,更能降低客户的物流成本。我们也在广招人才,争取在公路运输方面向着更为专业的方向发展,向我们的合作伙伴学习。仓储方面,我们的八个大型的现代化仓库,均可根据不同需求进行改造,客户类型包括服饰产业,食品产业,汽车配件,烟草产业等等。我们也一直在寻找电商型的客户,希望能在客户类型上有所突破,也投入了较多精力。
企业的发展需要投入,更需要时间,因此我们不求最快,但求能够脚踏实地,逐步完成深化发展的目标,成为最完善的物流中心。
Yes, we have different sorts of business, but I treat them as the same kind of field: Logistic. So that is why I identify CLIP as a complex with all kinds of aspects. We are doing our best to provide the infrastructures our customers need or may need, so we make lots of investment for what you have mentioned. If we are talking about the core business of CLIP, the answer is being a well-developed logistic complex and center.
Our plan, design and idea are based on our goal and the core of being a complex. In this moment we have 8 big modern warehouses, the intermodal terminal which can handle 20 trains per day. Recently, we bought lots of intermodal container wagons which allow us to develop our own intermodal rail network.
3. 你和中国有业务往来吗?您为深化与中国公司的合作做了哪些努力? Do you have business with China? What efforts have you made to deepen cooperation with Chinese companies?
我们有与中国方面的业务和合作,并且在逐渐推进中。自从2015年起,我们开始放眼中国市场。这要特别感谢一带一路政策带来的商机和希望。三年过去了,我们与中国的合作伙伴渐渐建立起了稳固的联系,使得中欧班列到达我场站的常态化成为可能。
根据中国客户的习惯和需求,我们加紧进行资源整合和整理,争取为中国的客户提供更多的有效的信息,包括服务价格和服务细节,合作的可能性等等。除此之外,我们积极参加中国国内的物流展会,希望能认识更多的同行朋友,从而建立联系。在线路的选取方面,我们尤为注意中方货物的走向,从而优先进行该走向的铁路路线的建立,方便中国客户。相信上边所提到的整体规划,加之这些专项的考量,CLIP未来一定会和来自中国的物流伙伴一起发展物流事业,为物流行业的发展付出我们的一些心血!
Definitely yes. Since 2015 we have started the business plan to do with the Chinese market, and thanks to the one belt one road strategy, 3 years have passed and we are gradually making strong and solid connections with operators, forwarders from China and regular trains from China arrived in our terminal.
Now we are working with resource integration, especially for our potential partners from China, we will prepare more information of different aspects which Chinese customers may interested in, such as terminal situation and prices, depot rents, warehousing prices, railway routes and prices and so on. Also, we are making new constructions for our railway infrastructures to enhance our service efficiency and quality.
4. 很多中国企业投资波兰,您如何看待这种趋势?A lot of Chinese companies come to Poland, what do you think about this trend?
现如今,一带一路政策不仅是经贸行业的流行词,更是物流行业的风向标。经贸方面,欧洲从中国引进了各种各样的产品,物美价优;物流方面,随着铁路运输的不断增加,推动了行业的兴起,制造了更多的就业机会,对一带一路沿线上的各个国家都有着有利影响,我们波兰也不例外。
波兰一直处于GDP逐步增长的阶段,并且是许多外国投资方的投资首选。中方在波兰有着多种多样的投资建设活动,银行方面,能源方面,生产制造方面以及我们物流人最关心的运输方面。这也充分证明了波兰在一带一路沿线国家中的位置优势,是中国进入欧洲各国的门户。
就物流行业来讲,相信我们的共同目标都是将门户的通路更好的打开,全面建设波兰的物流基建,从而进一步推进和带动物流行业之外的其他领域。不同行业也充分看到了这一点。我们深感荣幸,也希望看到两国未来能够携手发展物流事业。
Nowadays the strategy of one belt one road is the most popular trends for the logistic field but not least. It brings EU new chances and economical influences. Poland is developing rapidly and continuously scores in the top ranks in terms of GDP growth as well Foreign Direct Investment.
All the time, there are new ideas and conceptions how to develop the rail transportation between China and EU. Also in Poland, we are looking at the continued development of rail and intermodal infrastructure.
5. 您能否向计划在波兰投资的潜在中国投资者提出一些建议。Could you give some suggestions to potential Chinese investors, who are planning to invest in Poland.
总的来说,波兰的发展一直平稳推进着,我们特别希望中国的投资者能够看到波兰的潜力。粗略来讲,波兰物价不高,人力成本较为低廉,但是人工的能力并不低,甚至高于其他欧洲国家,因此从成本的角度,波兰也是一个很好的投资目的地。
对于物流行业来说,我们也希望中国同行可以看到波兰的位置优势,能够认识到欧盟对波兰联运产业的重视,规划了波罗的海-亚得里亚海运输走廊以及北海-波罗的海运输走廊,并把这两条走廊看作整个泛欧交通网络的重要通路。
Poland can boast one of the highest development index in the EU and has a strategic location in a middle of Europe with developing infrastructure. There are two most important transportation corridors through Poland: Baltic - Adriatic and North Sea – Baltic.
6. 波兰对中国铁路快运(CRE)非常重要,您如何看待CRE的发展?Poland is very important for China Railway Express (CRE), what do you think about the development of CRE?
中欧班列的增长是显而易见的,这也就是为什么CLIP要加紧整个园区的建设,好能跟随这样的发展步伐,跟随一带一路这样的好政策,发展自身。铁路被认为是替代海运和空运的折中直选,价格时效都是非常可观的。相信整个运输行业都看到了这一点,也都在发展在原有运输途径基础上的铁路运输新事业。
中欧班列的不断壮大,除了帮助中国货物向欧洲不断深入,更向着世界宣布,火车运输的时代再次到来。与此同时,也再次证明铁路运输是更环保,更安全的运输方式。我也相信中欧班列仍旧可以不断扩大,走的更远。
Yes, we see the still increasing amount of goods which are imported from China to Poland by rail. It is a good option as an alternative faster than sea transportation and cheaper than air transportation.
